During this period, the Kroc Institute noted that 2% of provisions were completed. As of November 2021, the main implementation challenge was the low percentage of provisions in intermediate implementation status. The report also identifies as a challenge the high percentage of provisions in minimal and unstarted status, especially those related to Comprehensive Rural Reform and Democratic Political Participation.

Para aumentar la transparencia fiscal en toda la UE, el CAD 6 entró en vigor el 25 de junio de 2018, exigiendo a los intermediarios -como asesores fiscales, bancos y abogados con sede en la UE- que informen sobre transacciones transfronterizas y acuerdos fiscales que la UE considere potencialmente agresivos, que presenten ciertas características distintivas (como pagos deducibles exentos de impuestos a nivel del destinatario). Si no hay intermediarios que puedan informar, la obligación recaerá en los contribuyentes.

En virtud del MDR, los acuerdos transfronterizos en los que el primer paso se dé después del 25 de junio de 2018 y antes del 1 de julio de 2020 deberán notificarse a más tardar el 31 de agosto de 2020, y los Estados miembros intercambiarán automáticamente esta información. Después del 1 de julio de 2020, los intermediarios y los contribuyentes deberán informar en un plazo de 30 días a partir de un hecho desencadenante con respecto a cualquier acuerdo fiscal.
